Utilities Delivery Manager

Lead the delivery of essential infrastructure for a thriving Manawatū.

We're looking for an experienced and driven Utilities Delivery Manager to join our Infrastructure team. This is a key leadership role responsible for managing the delivery of Infrastructure projects across the Manawatū District — including water, wastewater, stormwater treatment, reticulation renewals, roading and capital works.

About the role

As the Utilities Delivery Manager, you'll oversee the planning, procurement, and construction of a range of infrastructure projects that are vital to our communities. You'll lead a skilled engineering team and ensure high-quality outcomes across our Infrastructure programmes — delivering reliable, sustainable, and cost-effective infrastructure that supports the district's growth and wellbeing.

You'll also provide technical leadership and mentorship, manage contractors and stakeholders, and ensure best practice in project management, health and safety, and customer service.

What you'll bring

  • Bachelor's degree in Engineering (Civil or related discipline) and/or CPEng qualification.
  • At least 5 years' post-qualification experience in utilities or civil infrastructure project management and delivery.
  • Proven ability to manage multiple complex projects and budgets simultaneously.
  • Sound understanding of NZS 3910, contract procurement, and supervision.
  • Demonstrated leadership experience — coaching, mentoring, and supporting others to deliver excellence.
  • Strong communication, analytical, and stakeholder management skills.
  • A current full driver's licence.

Experience within local government, Three Waters infrastructure or Infrastructure related projects will be a strong advantage.
